Among these revisions, the management system for PFAS (per- and polyfluoroalkyl substances), which has attracted significant domestic and international attention, will be implemented gradually in accordance with the Toxic and Concerned Chemical Substances Management Act. The Ministry of Environment stated that since announcing the draft of the "Regulations on the Control of Per- and Polyfluoroalkyl Substances and Their Operation" on August 5, 2025, it has continuously collected opinions from industry and various sectors and made adjustments based on international management trends. The latest public statement from the Chemical Industry Administration indicates that the 269 PFAS substances previously announced will not be all included in the regulations at once, but rather will be managed in stages and at different levels, with adjustments made in accordance with the rolling addition of new substances to the list in accordance with international conventions. However, the competent authority also emphasized that the content of the draft has not yet been finalized, and communication with industry and relevant stakeholders will continue.International Chemicals Policy Advocacy Network. The new batch will take effect from April 1, 2019. Reporting shall be submitted to the authority for recordation and update annually with total of 1,173 PM substances (including the first batch 503 substances, and 98 substances from the Appendix 1).

Correction: SAHTECH 2018 Newsletter No.3 (12/26, 2018)

In the paragraph, CBI withholding application on SDS, the commencing date of mandatory disclosure of CAS NO. in SDS (Article 12 appendix 4) is January 1st, 2020, not 2019, due to misplace of calendar year.

l   Commencing January 1st, 2020, it is mandatory to disclosure CAS NO. (if applicable) of the ingredient contributing to hazards of mixtures, or ingredient concentrations complying with cut-off limits specified in the appendix.  CBI withholding of such ingredient including the full name and CAS No. is possible subject to application approved by the competent authority.  Therefore, generic name of such component on SDS can only be used when the CBI withholding application is granted by the authority.  Disclosure of chemical names and CAS No. are most relevant to risk management measure in workplace.  Time period of correction, cancelation, and abolishing is also stipulated to protect the rights of application and to secure examination time period.  Substances with PEL stipulated by the OSH Act cannot be granted for CBI withholding.
