Taiwan OSHA MOL announced the second batch of priority management (PM) chemical substances December 28th, 2018. After consolidating the received comments from the stakeholders, the original drafted list of 594 substances has been amended to 572 substances. Substances in this batch of PM list are predominately carrying CMR category I, physical and health GHS hazards, and high in volume by use.
According to the OSH Act Article 14, importers, manufacturers, suppliers, distributers, and employers operating chemicals containing PM substances are subject to annual reporting responsibility. Information received from the reporting will be applied to further risk assessment in workplace and determining the risk management measures, such as designated as controlled chemicals, by OSHA.
The new batch will take effect from April 1, 2019. Reporting shall be submitted to the authority for recordation and update annually with total of 1,173 PM substances (including the first batch 503 substances, and 98 substances from the Appendix 1).

In the paragraph, CBI withholding application on SDS, the commencing date of mandatory disclosure of CAS NO. in SDS (Article 12 appendix 4) is January 1st, 2020, not 2019, due to misplace of calendar year.
l Commencing January 1st, 2020, it is mandatory to disclosure CAS NO. (if applicable) of the ingredient contributing to hazards of mixtures, or ingredient concentrations complying with cut-off limits specified in the appendix. CBI withholding of such ingredient including the full name and CAS No. is possible subject to application approved by the competent authority. Therefore, generic name of such component on SDS can only be used when the CBI withholding application is granted by the authority. Disclosure of chemical names and CAS No. are most relevant to risk management measure in workplace. Time period of correction, cancelation, and abolishing is also stipulated to protect the rights of application and to secure examination time period. Substances with PEL stipulated by the OSH Act cannot be granted for CBI withholding.
