我國環境部近日對外說明最新化學物質管理法規修訂方向,其中備受國內外關注的 PFAS「全氟及多氟烷基物質」(Per- and Polyfluoroalkyl Substances)管理制度,將依《毒性及關注化學物質管理法》逐步推動。環境部表示,自2025年8月5日預告「列管全氟及多氟烷基物質及其運作管理事項草案」後,已持續蒐集產業與各界意見,並參考國際管理趨勢進行調整……【更多資訊】Taiwan's Ministry of Environment recently explained the direction of the latest revisions to the regulations governing chemical substances. Among these revisions, the management system for PFAS (per- and polyfluoroalkyl substances), which has attracted significant domestic and international attention, will be implemented gradually in accordance with the Toxic and Concerned Chemical Substances Management Act. The Ministry of Environment stated that since announcing the draft of the "Regulations on the Control of Per- and Polyfluoroalkyl Substances and Their Operation" on August 5, 2025, it has continuously collected opinions from industry and various sectors and made adjustments based on international management trends. The latest public statement from the Chemical Industry Administration indicates that the 269 PFAS substances previously announced will not be all included in the regulations at once, but rather will be managed in stages and at different levels, with adjustments made in accordance with the rolling addition of new substances to the list in accordance with international conventions. PEC Registration Update of the Taiwan TCCSC Act

Revised registration guideline to allow flexibility

The revised guideline was made public in early June to pave the way for dossier submission.

  1. Provide options for using international public databases and other alternative methods for health hazard endpoints
  2. Allow academic institutions and ISO17025 certified labs to provide testing reports
  3. Elevated data requirements for 106 PECs carrying CMR category 1 hazards

Possible extension of deadlines to cope with pandemic impacts

Due to Covid-19 pandemic prolonged impacts chemical industries, the competent authority is seeking a swift procedure to amend the Regulations of New and Existing Chemical Substances Registration (the Regulation) to extend the deadlines of PECs up to 1-2 years, among other possible adjustments of Appendixes.  If the proposed extensions are stipulated in time, registrants can gain additional time to arrange lab tests and prepare dossiers using multiple data sources as well as data-sharing arrangements.

The first PECs registration number was issued days ago after three full months of the review process with complete submission by the registrant.  The competent authority provides general consult with help-desk for industries when needed.  The obligation of registration duties remaining the same under the Toxic and Concerned Chemical Substances Control Act (the TCCSC Act) and the Regulation.  Although the deadline may extend and multi-source data apply. Registrants are encouraged to submit their dossier as soon as possible.
