Among these revisions, the management system for PFAS (per- and polyfluoroalkyl substances), which has attracted significant domestic and international attention, will be implemented gradually in accordance with the Toxic and Concerned Chemical Substances Management Act. The Ministry of Environment stated that since announcing the draft of the "Regulations on the Control of Per- and Polyfluoroalkyl Substances and Their Operation" on August 5, 2025, it has continuously collected opinions from industry and various sectors and made adjustments based on international management trends. The latest public statement from the Chemical Industry Administration indicates that the 269 PFAS substances previously announced will not be all included in the regulations at once, but rather will be managed in stages and at different levels, with adjustments made in accordance with the rolling addition of new substances to the list in accordance with international conventions. Taiwan OSHA MoL announced the draft second batch of priority management (PM) chemical substances for public consultation until the end of March. Importers, manufacturers, distributers, and employers operating chemicals containing PM substances are subject to annual reporting responsibility according to the OSH Act Article 14. Information received from reporting will be applied further for assessing risk in workplace and determining risk management measures by OSHA.

Substances proposed in this batch of PM list are predominately carrying CMR category I, physical and health GHS hazards, and high in volume by use, with 594 substances in total as shown on Appendix 1 and Appendix 2 lists. Comments can be addressed to SAHTECH or to OSHA directly, by March 31st, 2018 COB.
