我國環境部近日對外說明最新化學物質管理法規修訂方向，其中備受國內外關注的 PFAS「全氟及多氟烷基物質」（Per- and Polyfluoroalkyl Substances）管理制度，將依《毒性及關注化學物質管理法》逐步推動。環境部表示，自2025年8月5日預告「列管全氟及多氟烷基物質及其運作管理事項草案」後，已持續蒐集產業與各界意見，並參考國際管理趨勢進行調整……【更多資訊】Taiwan's Ministry of Environment recently explained the direction of the latest revisions to the regulations governing chemical substances. Among these revisions, the management system for PFAS (per- and polyfluoroalkyl substances), which has attracted significant domestic and international attention, will be implemented gradually in accordance with the Toxic and Concerned Chemical Substances Management Act. The Ministry of Environment stated that since announcing the draft of the "Regulations on the Control of Per- and Polyfluoroalkyl Substances and Their Operation" on August 5, 2025, it has continuously collected opinions from industry and various sectors and made adjustments based on international management trends. The latest public statement from the Chemical Industry Administration indicates that the 269 PFAS substances previously announced will not be all included in the regulations at once, but rather will be managed in stages and at different levels, with adjustments made in accordance with the rolling addition of new substances to the list in accordance with international conventions. Taiwan Chemical Substance Bureau (TCSB) held the consultation section on June 9th to solicit comments on their plan of designated existing substance for standard registration (prioritized existing chemicals, PEC).

According to the TCSCA, importers and manufacturers (registrants) with annual tonnage exceeding 1 ton/ year are required to file standard registration of substances designated by TCSB.

The registrants may resister jointly, or by individuals, and the third party can be assigned and engaged to register on behalf of importers and manufactures.
TSCB also pre-announced a list of 122 PEC to solicited comments from participants.

依據「毒性化學物質管理法」暨「新化學物質及既有化學物質資料登錄辦法」（登錄辦法）規定，行政院環保署將依既有化學物質第一階段登錄情形，分期公告應完成既有化學物質標準登錄之既有化學物質名單、數量級距及完成登錄之期限。登錄辦法中也規定不同登錄人申請登錄同一既有化學物質者，得協議申請共同登錄。

由行政院環保署化學物質登錄制度精進措施專案計畫執行單位財團法人安全衛生技術中心，6/9邀請輸入及製造源頭廠商代表，研商座談有關登錄辦法中預計公告首批122優選既有化學物質名單及既有化學物質標準登錄與共同登錄之規劃與研討。
