Taiwan is to establish the Bureau of Toxics and Chemical Substances under the Taiwan EPA by the end of 2016. EPA has just issued Provisional Organization Rules of Bureau of Toxics and Chemical Substances. Its full operation will place emphasis to internalize effectively risk control through monitoring the chemical flow among supply chain, registration, toxic chemical substance, and downstream sectors.

As an interim measure, that to cope with the prolonged government reorganization procedure to establish the Ministry of Environment and Resources, Taiwan EPA are authorized to establish this new unit according to Article 36 of Basic Code Governing Central Administrative Agencies Organizations. It is expected to be a Bureau with 95 staff members. Termination of this Bureau is also stipulated by the formation of Ministry of Environment and Resource in the near future.
The bureau will be responsible for:
- Chemical management, including duty to formulate and implement policy on chemical substances registration;
- Toxic substances management, including planning, implementation and enforcement;
- Chemical accident and emergency response and management; including planning, implementation and enforcement;
- Environmental agent management, including planning, implementation and enforcement;
- Chemical Information integration and interagency cross reference;
- Technology development related to toxic chemical management;
- Chemical management international cooperation and harmonization;
- Others related to toxics and chemical substances management.
