Revised guidance made public
Upon the implementation of the new and existing chemical substance registration of Taiwan MOL and EPA, further updates are intensively coming up. EPA has currently released the first edition of the Guidance for the Regulation of New and Existing Chemical Substance Registration. With interagency coordination efforts, this edition was developed based on the MoL copy published earlier on January 1st 2015. Compare to the Guidance of New Chemical Substance Registration under MoL’s scheme, minor amendments/clarification on the definition and the support measurements of articles, SRD, PPORD, and the TPR mechanism have been revised and updated.
Also, the Guidance for the Registration of Substances Used for Scientific Research and Development & PPORD are also released. You will find that more flexible application scope for the chemicals manufactured or imported for the purpose of industrial S&RD are applied. Both the Guidances are attached for your reference (Both in English only).
Meanwhile, it is said in recent series of EPA seminars that the agency is planning to enforce the border control to intensify the strength and the management efficiency of the registration regulation. Once the border control is carried out, the Self-confirmation Certificate before import will be needed. The details of the self-confirmation are still under development, however, close attention would be suggested.

Visit CSNN for TSCI search result proofs
For a better preparation and further operation of this new coming up border control measure, you may firstly confirm the TCSI listing condition of your chemicals. There are three kinds of method that you can use to search for your substances, including Quick Search, Multiple Search and Advanced Search. Below are some info about TCSI and CSNN that you may want to know.
TCSI and CSNN (http://csnn.osha.gov.tw) in a nutshell:
l Taiwan Chemical Substance Inventory (TCSI): 101,089 substances (2015/Sep.)
l Establishment of TCSI milestones:
2012 64,000+ substances, Existing Chemical Substance Nomination (ECN)
2013 72,000+ substances, Supplementary Nomination (SECN)
2014 93,000+ substances, Second Supplementary Nomination (SSECN)
2015 101,089 substances, TCSCA Supplementary Nomination
l Polymers in TCSI: 20%
l Substances with known GHS classification: 20%
l Tonnage band greater than 1 ton per year: 30%
l CSNN visits: 200,000+ (2014/May to 2015/Sep.)
l Substances searched on CSNN : 2 million+ (2014/May to 2015/Sep.)
